You don't get a linear throttle response in some twin-turbo setups mostly because of that secondary turbo kicking in - And in a 13B rotary, why twinscroll?

And from what I understand, they are implying that you get greater (i.e more) response time with a twin turbo setup (which is supposedly better) than a single, or is that my dodgy graph reading?

There's a difference between parallel twin turbos and sequential. You are thinking of sequential, they are talking about parallel.
